Would it be possible to have the camera zoom in towards the cursor, and zoom out away from it?
That way, you can zoom out to see the whole map, move your cursor to a point of interest, and zoom in on it specifically, without needing to manually scroll.

This is how it works in Supreme Commander, and I have to say the camera system is my favorite thing about that game. (Tellurian moving IC's camera system to something even remotely resembling it is amazing... but I can't help but ask for more.)
