I was actually trying to do the same thing. But I wanted to add my province into XCOM 2 with my province flag. I have zero knowlegde into modding/programing. I have tried to open your work so I can see where to go and start but can't find it. Could you help me do this? Trying to add the province of Quebec with the flag.

You need to use the editor inside the ModBuddy, especially for the .upk content files. There are many tutorials out there too, just Google for them.

In the editor, you can use the content browser to see any .upk files, or even create a new one. Content browser also used to import your flag or any other content to your .upk files.

I have all of that install. But I have zero clue how to use it and make it. Can you make it?

You mean use it in-game? You can use them under nationality on character customization. Don't forget to enable it in the XCOM 2 launcher.
