If it's not a reskin then the stats could be:
+50% projectile speed
+30% firing speed
+20% reload speed
-30% damage
-10% damage vulnerability when in use

suggestion:
you can charge 2 shots (like the panic attack)
-15% damage
-10% reload speed
+20% projectile speed
+15% base speed when active
no random crits

My idea:
Is able to fire two flares from a single reload.
If the first flare hits someone the second flare is a mini-crit.
20% faster flares

If the first flare misses, second flare does -25% damge
