Stat Suggestion
This is just a Suggestion

"Right Click to Add Upto 3 Extra Rockets to the clip"
For every rocket added -5% Fire Rate
For every rocket added -3% Damage
For every rocket added +5 Blast Radius
For every rocket added -2% movement speed (10% when all 3 extra rockets are added)
For every rockes added -2% Rocket Speed

Base Stats (Before Rockets Added)
-25% Clip Size (3 Rockets)
-10% Blast Radius
+10 Knockback
+5% Damage (To Compensate for low ammo)

There is my suggestion

Looks like the kinda rocket launcher that fires slow-moving rockets that instantly deal massive damage over a huge area, like the Original in x10.

-75% clip size (one rocket, make it count!)
-125% reload speed
+50% blast radius
+100% damage
-50% movement speed when equipped
Firing pushes you back a few steps
Fires in a slight downward arc

Basically, I'd make it like a portable howitzer. It would be more of a long range support weapon than a frontline offensive weapon.

You mean you want it to take less than 0 seconds to reload?
If you press the reload button does the game go back in time?

No, I meant that loading one shot into this rocket launcher should take as much time as loading 5 shots into the normal one. Since it has such a huge damage and radius buff, it should also have a few major downsides to balance it out.

Technically, depending on how you look at it, it would still result in negative reload speed. You mean
(Downside) +400% Reload Time

Also, not sure how useful that could be. Sure, it's a portable mini-payload bomb, but it could easily be dodged or airblasted (just pyro, sorry) by most classes other than soldiers with the same equipped or spun-up heavies. It'd really be a niche weapon only useful against extremely slow enemies and buildings. Increase the rocket speed by, say, 20%, though, and you;ve got a good, lethal kill device. Also, a crit with THAT gun would deal approximately 540 damage, killing all known targets instantly, except overhealed Fists Of Steel Heavies, which would have anywhere from 1 to 126 health left.

It's intended to be a long range support weapon, so you'd be standing at one end of the map with this thing firing off a rocket every so often to provide covering fire, and it would be useful for area denial too. The rocket speed buff is actually not a bad idea though.

So yeah, the revised stats would be like
-75% clip size
+400% reload time
+50% blast radius
+100% damage
+20% rocket speed
-50% walking speed when equipped
Firing pushes you back a few steps
Rockets fire in a 22.5 degree downward arc.
