You have to give them to you using console commands:
Open chat and write
@give <your name>/<id>/<quantity>

<your name> does not have to be your full name, for example Bam can substitute BambeH (my name).

Alternatively, you can manually add the IDs to the item spawns of maps, if you really wanted to.

Then check the wiki, I haven't played in a long time and maybe it has changed or I got it wrong.
Oh, and also check you are in singleplayer, or an admin on the server you are playing one :^)
