add a version that can only be placed on stations not ships???

updateing this mod would be very benificial to the community and all the server hosts who had utilized your mod to establish high sec/neutral zones as you are the only one so far to make a mod that had successfully achieved this feat. If you have abandoned it at least leave it for someone else to try and continue the work.
