Why do I sometimes get x2 call ins as the soviets?
Is this like a unique nation ability or something?

Na, pretty sure most factions get them.
America gets Double Shermans
Soviets get Double T-34's
Germans get Double Stug's

Not sure about other double buy's but i'm sure there's more than that.
Only certain variants get them though, so be aware of that.
