You need to enable gamepad in the settings, then, rebind all of the bindings back to the normal keyboard ones, and then just do in_forceuser 1 (as BrockKozak daid).
After this, it should work like a charm, atleast for me it does
Since doing literally anything related to attacking on Controller 1 makes the Keyboard player control Nick, simply have the second player use Controller 2. Problem solved.
Connect 2 controllers, shoot with Controller 1 to make the Keyboard control Nick, then use Controller 2 to play as Rochelle, Both players should be able to move independently, one with Keyboard and one with Controller.
(For me, Nick is always controlled by Controller 1 and Keyboard 1, so Rochelle should be controlled by Controller 2.)
I don't think its possible to only have one keyboard and one controller since they both control Nick, even after turning on in_forceuser 1, so two controllers is required.
