I would agree with you but people already use the high five taunt in the way you're describing and that doesn't have an outro animation either. Valve seems to add about a ten frame transition between the taunt and your neutral stance regardless of whether or not there's an outro animation.

Huh, true. I never thought about the High Five taunt. Then again, I never had the taunt to begin with. :)))

I think a cool thing to add to the taunt is music. It could probably tip off other players if you don't have an outro sequence. Also adds to the epicness :)))

High Five needs space, Kazotsky has obnoxious music, Conga moves you around without your command.
If it has none of this then I can bet my ass people are gonna exploit the HELL out of it, I also don't think it's possible to make an outro animation, all idle taunts stop instantly if you choose so.
I think the best solution would be to simply make it so you need to wait 4 seconds until you can stop taunting, so it can't be used offensively and only defensively, also add the ominous and edgy music so people know someone is lurking.

if this taunt has an outro it needs to be fast so you can get back into the game and chase after the one who is your target

I feel the opposite: if I'm being vigilant, I want to quickly switch to action and not have to wait for the taunt to end. Having music only your team can hear woul dbe awesome.

a) needs an outro animation
b) spy is a little flat (id say in between scout and soldier)

The thing of this quote I wish to highlight is the "all idle taunts stop instantly". Have you ever looked at The Zoomin' Broom, The Victory Road, The Rancho Relaxo, The Pool Party or The Balloonibouncer?

This is so cool. Engie and Spy would need a little more expression. I know it's comic book inspired, but taking inspiration for anime poses would be nice. Something like
