It's the dxlevel , you should change it back to 90

Library > Mouse on Garry's Mod > Right Click > Properties > Set Launch Options ...

type this without the quotes "-dxlevel 90"

I can't explain well what directxlevel (or dxlevel) is , just search for it , i heard it changes the particles and some stuff .
