Just had a game where sniper bought a dragon lance.

Somehow the sniper was able to buy a dragon lance. It's not listed anywhere in the shop so how was he able to buy it?

Dragon Lance is just unlisted, but ogre club+quarterstaff will combine into one. http://dota2.gamepedia.com/Colosseum#Items
