what if the hat is hair?

Then the soldier peforms the gesture, but the hair sticks to the head. Only hats attached to the helmet bone, like the stainless pot, actually fall off.

I think unusual effects are attached to the head bone, but I'm not sure. I didn't test that.

@jedi im fairly certain unusual effects are attached to the hat bone. Demonstrated by the sniper's hat doff taunt.

Sniper wearing The Anger, does the melee taunt, only hats will get off, still does the taunt like he has a hat in the hand, same stuff here.

I think an explanation for this might be that he's just used to taking his helmet off, so he tries to do that, but suddenly he realizes that he doesn't have a helmet
