+5% healing speed per second to a max of +75% heal speed, but when not healing, -5% per second
+35% speed when uber
-25% damage in general (with all weapons)
-25% heal range
Stock heals 24 per sec when in combat, and 72 per sec when out of combat.
I'd suggest having the heal rate per sec being between those two, regardless of combat state.
For the uber I think it should be a mini-crit boost.

uber :healtarget and medic gain 75% more movespeed. heal rate rises to 76 heath per second

PROS:
+Heals both ammunition and health
+Alt fire places Medics backpack down; thus disabling Ubercharge, but has a constant healing tesla like effect in a certain radius
+Ubercharge gives 250% max ammo, and +100% clip size
CONS:
-50 max health on wearer
-50% healing radius on wearer
-25% heal rate
+ Immunity from afterburn.
+ Remove afterburn effect.
+ Adds X% resistance to fire damage.
It's a kind of special stats (good against pyro) but It would fits to this medic gun!
-30% Ubercharge rate
+15% Movement speed on wearer and healing target.
+10% Ubercharge Duration
Ubercharge: Wearer and Healing target gains +50% movement speed and immunity to knockback and Wearer gains the speed equal to healing target(Not if healing Solly and Hoovy).
I think that'll be cool, maybe should add a little more debuffs and buffs :)
