it has to be balenced so i say
+25 percent damadge
-5% percent acuracy
-5% reload speed
+5% clip size
is a primary wepon
no sight magnifying sight but a set of iron sights instead
valve likes to add in "unique weapons" so why not

The look of it is like the..erm... brown heavy minigun...can't remember name.. but maybe add no firing sound? Like that heavy minigun?

How about:

Pros:
No damage falloff
-2 degrees of spread (Less spread)
Mini-crits at melee range

Cons:
-20% Damage
-50% Fire rate
-40% ammo clip size
