What does this tooltip mean ?
"Allows the wearer to cast continuous Shock spells effortlessly, but the power is blinding..."

Any side effect from using this item or it's just for rp ?

Well, nothing happened for me when I put it on. Not blinded or anything, and no Shock spell bonuses. You just get a spell that apparently works like a wide range Fear spell or something according to the spell's description. Haven't used it yet because I've never needed the Fear spell.

Hm, now that I think about it, the whole 'power is blinding' bit might mean something that's not that literal. As in, the Arbiter is 'blinded' by the amount of power he wields and considers himself above others, but not seeing that it is human nature to do the things people do and just kills them every time they do something that he doesn't approve of with the Dwarve's Law. Considering that the idiot went through over three hundred cycles of people over a span of several millenia all eventually self-destructing under his reign, he really needs to take a hint.

It appears that when you have it equipped you are able to cast shock spells without consuming magicka (I'm not positive as I haven't tried them all); however, it may light up your screen a bit making it a bit hard to see.

If you use the shock spells for too long or maybe you use it too maybe times ( i never used it too many times so I don't know ) my screen started glowing ( not the glow AFTER finishing the shock spell during the shock spell and getting brighter ) I'll update and see if anything else happens. UPDATE: Accidentally killed troll I was using it on :( UPDARE #2 My screen got as bright as it could and nothing happened and it seemed that the blinding part literally meant blinding. Seems nothing was going on either. if anything happens I will update again but feel free to use spark to your sexual desires!

well if you deplete your magicka with a lightning spell (sparks works for me) then you will get the glowing effect on screen, and a power in effect that makes your destruction spells 100% cheaper, you simply become a turret of destruction .... you just need to equip the helmet and then get rid of your magicka with lightning spell :) (as i say, i only tested sparks tho)
UPDATE.... dont need to deplete magicka.... just use sparks and you will have a small window when you can cast any destruction speelll for free... just charge up sparks for a while, you will get the glow effect and then the buff

Joining the party late: I used the Fear effect outdoors (note it works on a REALLY wide area and affects companions as well as enemies) and got a darkening effect rather than a white-out. Everyone snapped out of it after 30s or so but the darkness persisted for several hours. It was a proper darkness, like a heavy overcast or eclipse, rather than me being blinded - NPCs were using torches as they do at night and fires & lanterns shed light normally. I used the effect at just after noon and it persisted until at least sunset. The next morning when the sun came up everything was normal but I'm guessing this would be a really useful tool for vampires: all those cowering mortals and no sunburn ;)
Can't wait to use this during one of the big battle scenes...

Only 3 years late, but I wish that the more you used shock spells with it on, the brighter your screen became, until you were fully blind, to counterbalance the obviously op 0 mana costs. Still, an awesome reward for the greatest Skyrim mod ever.
