why halloween?

because nothing would be scarier for the soldier than to see himself turned into an unsensible hippie

This year, the Halloween items will be usable all year round, so Valve said don't make stuff like Zombie soldier or crazy stuff or something like that.

Soldier wouldn't normally be seen in a Hippie outfit, so this is clearly a spooky scary costume. ;-)

You mean 1960s/70s. Hippies were pretty much over in the 1980s. The 1980s were the decade of New Age and giant permed hairstyles and giant sunglasses... (trust me, I lived through it).
