You can change dino color if you have admin privledges. the command is settargetdinocolor and there is a full color list you can use. I believe the color regions are provided here in the mod site.

But on that note, it would be nice if I could get painting to work for the color regions.

But yes it would also be nice if you could paint your dragon but witch that command it is also ok :)
