I've gotten them as a pretty rare drop from harvesting plants in any biome (stegs can get them most of the time, brontos will get you some pretty much every time, I think). I've also gotten them as a somewhat more common drop from plants in the swamp biome (just picking the plants myself) and as a loot in a blue and better cargo drops.
