I guess it's just a flavour bullseye - Heavy is Soviet + the Stalker series happen in Ukraine (ex-USSR territory). Other classes have Fallout/Mad Max flavour.

Sniper has the exact same hat already, from the Thief set, and I think heavy needs to have something for himself again, especcially since it's a set.
