how do i find the smuglr?

he is supposed to be near london, do i walk around the streets, walk around in the open world or go to close towns?

He is in the world map, right on top of the city. u may have to press spacebar for him to show up from inside the town icon. I think if u wait too long he will wander too far and you won't likely find him. If so, just ignore the quest it isn't that worthwhile
