Spawn Command for arrow
This will give you 50 arrows, the max number that can be spawned per stack.

cheat giveitem "Blueprint'/Game/Mods/Teleport /PrimalItemAmmo_ArrowTeleport.PrimalItemAmmo_ArrowTeleport'" 50 0 0

This is the correct spawn code for 50, do not use mod ID

cheat giveitem "Blueprint'/Game/Mods/Teleport /PrimalItemAmmo_ArrowTeleport.PrimalItemAmmo_ArrowTeleport" 50 0 false

I just tried the spawn code you just posted and it gives me arrows but it won't let me use them. The same thing happens with the old code stoni posted as well.

hm, it should work. If not for now just spawn materials needed for crafting but that code should of work as it works for all my mods.
