Didn't get HK50 factory or m4-78. Is steam auto updates the problem?

Just finished a playthrough where Vash was in the cage and I got no setup for the droid world. I also got nothing in terms of the hk50's they were just everywhere. Is this a steam problem or is it my files? maybe a bug with 1.8.5? Any help would be appreciated

M4-78 is a different mod.
No Factory is either you missed starting the quest talking to HK-47 or another mod is interfering.
