Serious balances needed, no crying

Hi, I have played WTF+ for a long time and there is a current issue with balancing that is seriously OP:

first: Io. that damn wisp sits at fountain the whole game and tps around the whole map, really really hard to counter.

Second: Pangolier, his rolling perma invunerable is just not fair.
