Guide to Isengard
Synopsis

The horses of the Gap of Rohan are controlled by the Rohirrim so Isengard has responded by developing strong pike infantry, the Uruk-hai (Hoplite) which have a bonus against cavalry. The closest Isengard has to cavalry are the semi-intelligent Wargs of the Misty Mountains which are used to harass enemies in Rohan, Eriador, and Gondor. Isengard also has access to cheap orc archers like those of Mordor if economic conditions prohibit the training of the more expensive Uruk crossbows.

Isengard is geographically isolated from the other evil factions. Eriador and the High Elves are to the north and Rohan, Gondor, and the Silvan Elves are to the south and east. There are four river crossings into Isengard's implied territory, two in the north and two in the south crossing the river Isen. You may consider walling these crossings off early in the game. Rohan is weak against heavy infantry and Eriador primarily trains Greenway Militia (Prodromos) in the mid-game so I recommend that your force consist primarily of heavy Uruk-hai (Hoplite).

Wargs can be used to pick off villagers from any of the surrounding factions buying you additional time to develop your economy. Isengard essentially contorls the entire region between the rivers Greyflood (where Tharbad is located) and Isen (where Isengard is located). This area, known as Enedwaith, holds only 4 town centers so you will have to expand eventually to max your population.
