Level 25 is impossible on the current patch...
The immune creeps just run waaaay too fast, so that towers can't acquire new targets fast enough. Plus it's silly that you go from a normal wave with 35k HP in level 24 to an IMMUNE wave with 135k hp.

Had 12 Arrow level max towers, didn't even put a dent in the wave.

I finished all. build the towers a little bit further from the creep wave, then less damage will be wasted.

Lower level snipers have way better value (damage per gold) than higher level, but make sure they are 'snipers' not the lowest level farmer. Plus, the lower level sniper's armor reduction skill can refresh the time of higher level armor reduction. I finished this game by massively stacking low level snipers and build several higher level snipers at the very beginning of the creep line (just for the armor reduction). Siege towers are important, but no need to build more than 5. Btw, lv1 and lv2 auras stack.

The armor reduction doesn't even that much. -100 from 600 armor is practically the same as -50 armor. It's just 7x EHP vs 6.5x EHP. I could see thing being doable if aura towers had a wider range, but since it's so restricted, it just seems like there's no way to place enough low level towers to work.

Are you sure you beat it on this current patch? Also, were you playing solo?

I did it in both solo and multiplayer. I did not mean the towers have to be the lowest level, but the lower level the better. Try To build as many snipers as the aura tower can cover, and then upgrade them.
The most important: do not build snipers on the very edge of high ground. It will waste more than 50% of damage. Upgrade the snipers further from the creep line first, and then do those closer to the creeps. I made it to lv29 with about 3-4 top level towers and most the rest were at $200 upgrade.

Depends on the location you pick, most of the time, you can have 3 layers of snipers.
