Balance Discussion.
I think there are two things that need to be nerfed to balance this mod - Fountain healing and mana restore and blink daggers.

I'll explain why. Firstly, fountain heal and mana restore. Every single game, three or four members of a team will not leave spawn for the entirety of the game. These people are always playing heroes with lots of damage abilities, like lina. And since they have constant health and mana regen in spawn, they can farm creeps and kills constantly, and nobody can really kill them. (Apart from the blink dagger heroes like magnus, but thats not a solution, its a problem.) I think the healing and mana restore from the fountain should be based on charges, getting health and mana from the fountain should constantly give you charges, and when you are at 100 (Or whatever number, you'd have to tinker with it) the health and mana restore you get would be slowed by 90%. This would mean that the fountain still functions normally for a quick heal, but would prevent people from camping in there for the entire game. It would move a lot of fighting out of spawns, which is a good thing because the games never end when nobody is pushing towers.

Blink daggers. I think having a global range on blink daggers creates the same problems as people camping spawn. Mainly, nobody will leave spawn if they have a blink. Why would they? They can simply wait for an enemy to show up on the map, then 2 - 3 people can blink on top of them from spawn, murder them, and blink back. I think the range on blink daggers should be set to 5000, same as the force staff. This would prevent the blink dagger from shutting down all forms of laning, and also prevent magnus & others teleporting from friendly spawn to enemy spawn. It would mean magnus and others actually have to risk something to pull off the fountain charge. (They would have to leave spawn and get closer to the enemy base before blinking.) I know there is still the teleport scrolls that let you teleport anywhere, but this would be a start.

With these changes, laning would become more prevalent, and more heroes would become useful.

Your fountain idea is awesome. I like it :) However to make the mod intuitive for Dota players, basic mechanisms had better not be changed. I know many new players like to stay at fountain forever but actually they get far less experience than those on lane with smoke or in shadow. I've seen many players having level below 6 even after 20 min. Those foutain spammers can only godlike when they versus novice players who keep feeding. When they can't kill others too many, they lose the game.

The blink dagger has already benn nerfed from 12s cd to 18s cd. It's possible to kill them in that long time. As for magnus, Hiding out of fountain and buying a force staff or a cyclone make him rekt.

please do something about dagon and ethereal blade, this game mode is seriously unblaanced with ♥♥♥♥♥ like nyx and pugna. i like this concept of global range, but theres too much one sidedness happening. also, a buff to towers would be nice.

Just played a game against an ursa with an octarine, bkb, aghs and BoT. The BKB lasts 15 seconds on a 45 second cooldown and all he did was port in, kill our towers/racks and port out and then repeat. We couldn't touch him. I understand that this is global skillshots, but this isn't dota imba...

buy some magic resistance items and they will be contered.

Remove Techies mines damaging towers, i neve buy those worthless boots (why would i waste my build or time on it), it ruins every game since then we cant push as well, uber lame. The original sole point of techies was too 1 hit people by suprise

I wasn't actually reading this so much.. But Lina? For real? I think Pudge or Mirana or Phantom Assassin (which can do unique modifiers and crits with her dagger) etc.. But of course, any heroes are annoying from fountain, but i was playing vs. 3 these heroes and it was horrible, boring.
