Well it will be legendary. so no i guess.

Why will it be Legendary and not Arcana? Is that, no matter how good an item is, only Valve can make Arcanas?

Arcana is a completely different thing, this one just changes the Ultimate.

That's definitely not arcana level, but more than legendary. They can always create a new quality or re-use some they already made, like Ancient, or frozen, or lucky, or whatever. They have like 20 qualities and only use 7 or 8 qualities on a regular basis.

If anything ... It will be a legendary or at least a mythical + super rare drop in a chest. Calling it right now.

Idiots saying "Make this arcana" , "This will be arcana rarity" , etc...

Don't you know what arcana rarity actually does to a hero? It changes a lot to things, not just a particular skill.

its better than the immortal, so ancient would be the most likely, also valve can add more to it, to make it arcana worthy
also it changes a bit more than the lina arcana, so there is that

Nothing will ever be Ancient tier.
The last Ancient was Defense War Dog.
Judging by Valve's usage of the label, its retired and won't be used.

Arcana is only reserved for Valve made items that changes alot of things, if a person would be to submit an Arcana tiered item Valve would ask them to tone down it.

An arcana item is an item that references something that the hero was GOING to be at some other point, most of the time they are based off art the team was drawing when thinking what the hero would look like, This isn't always the case but i'd say they always look back to older art of the hero to get ideas as to what kind of Arcana they want to make.

But an Arcana as an in game item is something you could call a "re-dux" Being redone in the same style, but from scratch, the first one done for Lina is not a very good example of this but still. They change the hero's looks, spells, casts, icons and sometimes even the voice.

The reason Valve are the only people to do them is because they don't want the Workshop to be filled with them, any one would start making them and you can guarantee that 99% of them wouldn't be lore friendly and would just look silly if used in game.

Besides what's wrong with JUST valve making them? They've got in to a nice habit of releasing them with Comics lately and i enjoy reading a Valve made Dota 2 comic and a good chunk of back story to go with it, Crystal Maiden's being my favorite so far.

Or so i think, i could be wrong.
