Stat/ mechanic?
It seems from the 3rd image that it can do more damage the more über you have. so...
-25% damage penalty
+damage increases to a maximum of 150% from it's base damage

maybe a movement speed penalty when active?
if the stats will be such as this it will work awesome for combat medics with the vaccinator or quick fix...

150% are you kidding me? That means 125% damage increase. Thats more than a crit.

That's the thing. Much combat, very arrayseven
Make the increase up to 50%, which will even out at +25% because of the base damage penalty.

Perhaps static effect, the more you run, the more charge it gets. Then it has three chances to get crits. From 99% to 66% to 33%.
