Your issue might be caused by another mod that somehow interfers with ClearUI. I know it's kind of a big request but it would be nice to have a list of the mods you are running.
With that information I might be able to reproduce this error.

I also took a screenshot as it seems reloading the save mucks up a couple of things (look at the menu icon top right, and also the original traffic manager one reappears even tho your one is still there)

I have a good news (okay, let's call it a "not so bad news") and a bad one.
"Not so bad news" is, that players encounter the same issue with silicon as it seems. At least there are the same bug reports on its workshop page.
And that's where the bad news appears: I think it might be a bug in Sapphire itself that just has been found.
I'll check again tomorrow if I can fix it myself. If I can't I will contact nlight, hope he can do something about it.
So there won't be another update today, would be pointless.
But thanks for the mod lists, gives me something to do besides bugfixing. :D
EDIT:
Almost forgot the most important thing: Chirper isn't visible because I made him disappear. It's magic! ;)
He will be back in the next update. :)
