Having trouble making commands work for everyone on server, we all set the setiings the same but when someone types !smalls, only i get small

This is because you aren't all authorised to the same Twitch channel. Try authorising them the same way you have authorised yourself, and let me know if it works!

Yea, each client can set their own voting rules and receives votes from whichever channel they have authorized locally.
