The point of these stats is to be fast. You can go behind someone while cloaked and quickly decloak and backstab them. This knife is also good if you're following someone because you can move to catch up and backstab them. The point of this spy is to be fast and sneaky, so the damage taken shouldn't matter that much, especially if you can't stab someone to death with the non-backstab damage reduction.
