An excerpt directly from the TF2 workshop submissions FAQ:

Copyright infringement: Even if you made the model yourself, if you used an existing likeness, it’s copyright infringement. We can't and won't put other people's intellectual property in our game, for the simple reason that we don't own it. They do. We will automatically reject any items based on existing intellectual property.

As such, unless express permission is granted by the developers and publishers of MGS, via promo or what have you, this item will NOT be included in the game. Sorry.

This item is a parody. TF2 has muliptle parody items on the store, including the aforementions "Deep Cover Operator" item that bears a resemplece to Solid Snake

Whatever you want to think, sure. Just don't get your hopes up. Valve is notoriously good at letting good content go to waste.

Valve could simply put it in the game, but not sell it in the Mann Co. Store, like they did with the Vita-saw.
