I downloaded the link and followed the instructions exactly in the description but it didn't work

I downloaded the link, I put it under garrysmod/addons, I extracted the file, and I put all the things that said lotr sweps in the extracted file on top

I see the problem ! You have put "lotr-sweps-master" Inside of a folder "lotr-sweps-master" !
Just put "lotr-sweps-master" inside of addons folder.
