Have you tried burning down high density high level buildings? I think those spread a lot more since they take longer to burn down.
I will look into the high density and report back :)
Made a little collection what happened after over 30 minutes of waiting on speed 3. (removed/disabled all fire departments and the smoke detector policy).

In the picture are all zones with their burned buildings. Orange means burned down alone and red means that the fire spreaded or it occured at the same time.
There is one zone (marked in the high density commercial picture) where always a fire will pop up after a little while when i bulldoze and rebuild it. And it will spread the same amount every time. Very crazy :D
Also while leveling up the city i had another little hotspot in the industrial district. This fire burned for several years xD. They put out a few fires and wanted to put out the next and then the buildings light up again ^^

But only these 8 buildings it didn't spread further. Quite funny^^
btw. I really wondered that there are not many fires for that amount of waiting :D But the spreading itself works. It tends to like industry.
