Some provinces in map are off with troop placement, like Salt Lake and it's neighbor province to the west.
More generally it is almost impossible to play CL. That diplomatic penalty is in my opinion a little too steep - I had coalitions forming against me even after losing in humiliating defeats. -3 seems a little more reasonable and would prevent literally every country attacking at once every game. The forcelimit at start is only 16 which seems a little low especially when tribes like Arkansas or Louisiana can easily muster 16 troops of their own, and New Vegas more than 20.
I'm also curious why you changed Pima to Bloomfield when Two-Sun was explicitly mentioned in the game?
