Maybe an emergency option? In a lot of my prison, it takes a god awful amount of time for riot police to get from the road to where ever, having emergency services be able to use it would nifty as heck.

I think you should add a runway for planes that can carry 20-50 prisoners. I think a reasonable cost is around $2500-$2000. And maybe the control tower can have a GPS that actually moves with the heli.Without the control tower maye the heli has a 30% of crashing with a control tower i think only 5%

Yeah, a emergency use would be awesome, in big prisons you are sure to doom 10+ lives if a fire starts, or riots, so emergency flying in riot police or firefighters would be awesome, but it should be at a cost, and also adding a grant with it, so ie "Fast Emergency Response" where in you need to make these helipads throughout your prison or something, same with "Luxury Prison" which would combine with a x number of luxury cells and, of course, helipads for prisoners!
Btw, you could make it more like 20+ passengers, transport helicopters can carry a lot.
(Would def use this mod if I could fly in emergency personal :D)

Perhaps remake the helicopter design so it's an aerial view, like the trucks in the game, just to make it flow more nicely with the rest of the game.
