I've run into the same issue while running it off of a dedicated server. What mods are you using, and how are you playing it (single player, hosted multiplayer, dedicated server)?

After doing some poking around, bunkers are not saved from one session to the next currently which means you'll have to do a ritual of bunker placements each play session (if you are still playing Antistasi). I don't know if the same can be said for the community version so that might be worth your time to check out.

I am still playing antistasi, I'm playing in singleplayer since I have no one to play it with. This bunker thing just annoys me a lot
