AI and vehicles arent saving

everytime i load in, all my hard worked for (aka cheated) scorchers. I dont garage them, as ai are in them, and they are near the flag, which should be saving them. In addition, most of my ai garrisons dissapear. is this a glitch or am i doing something wrong?
