I Figured Out The "You do not have access" Glitch
How this glitch happens Is because The mercury mod has saved your "Current Name"
So if change your name, It wont simply make you owner again, so If this glitch does happen, follow these simple steps,

1. Uninstall the mod
2. Close Gmod
3. Reinstall the mod.
4.Open gmod

Then go the "hgs setrank YOURNAME Owner"

It works, i tested this so many times
