My thoughts is this should be a cosmetic item but once used it shows up for everyone.

If multiple shopkeepers are equipped by the team (and they are different if this becomes popular) they will all be there, might need to make a bit more space but the fountain is bigger now.

Anyone who buys a TP from the new shopkeeper should get a cosmetic effect on the tp. Might even encourage TP buying among pubs.
