2) There is no way. I really really wish there was, but all workshop artists have a specific "triangle count" budget to work with for each specific slot on any given hero. That means there are limitations to how complex the mesh geometry can be on each slot.
I decided to use part of the wing budget on the chest armor because, like you said, it really doesn't look complete without it. It's the only workaround we have to create more interesting sets, but it does, unfortunately, limit the mixing and matching aspect.
