First, since sweden can pull finnish into their group and the Rus already get Litvin for the main Baltic group, i think it would be fair to allow for new Eastern Slavic cultures to spread through Estonia, Karelia, Finland, and the Sami regions. Whether or not you want to have something like Novgorodian or Pomorian spread into Karelia/Kola while new cultures spawn in Finland, estonia and the sami reigons are your choice, but i think this would make sense and could be done under the "Finnish Frontier" mission, as that seems the best choice for a reward that deals with the wider Finnish culture, or perhaps add another mission down from that to integrate the place.
Second, I believe that spreading cultures through the steppes of the recently defeated Golden Horde could be pretty cool, though there may be something like that already in the game. What I would suggest for this region is allow Eastern Slavic cultures, new or just existing ones, to spread throughout the land under the Tatar Culture Group after completing the "Break the Hordes" mission, and perhaps allowing he Uralic culture in perm to be moved to the eastern slavic group aswell(likely through the "Eastern Principalities" mission). From there, you could also try and extend this to the Altaic culture group (not including Turkish itself, since that would be handled by Greeks if we follow the roman branch of the Rus mission tree) and allow new cultures to spread across the Kazakh, Uzbek, Kyrgyz, and Turkmeni provinces that have been converted to orthodoxy and been integrated into your state as per the "Conquer Central Asia" mission, while the rest of Siberia is handled by the whole siberian frontiers mechanic.
Lastly, for Sweden, I believe they should be able to do a few things in regards to eastern cultures. First, they should be able to merge Karelian into their Nordic Finnish culture they can already do, with the Sami culture either being split between Finnish and Swedish or being dealt with in some other manner(could use the "Integrate the Sami" mission). Second, they should probably be able to either move the Novgorodian culture into the scandi group or get a new culture to spread through the Novgorodian and perhaps Pomorian cultured provinces as a way to show these areas being brought into (or back into) the Nordic fold using the "Varangians Legacy" mission. Third, though you can release them with a decision after doing a mission, the ability to integrate the Estonian and Latvian cultures into the Scandinavian group as a way to show them being Christianized under the Swedes rather then by the Germans would be a cool addition (using the "Establish the Orders" mission).
Thanks for your suggestions! All great ideas, I have considered the steppe but was unsure if I should create new cultures as it would defeat the purpose of some rewards, so I would most likely have to replace those modifiers with something else.
Rus' is already being worked on for the next update so I'll integrate some of these ideas as well.
As for Sweden, it's also a great idea to influence and shape pagan cultures, the Sami I'm most likely going to leave just due to the fact the integrate the Sami mission is completed by acceptance.
Typically if an accepted culture is a mission reward I'll avoid changing it, as it seems to be set that way by the AB developer.
In general, despite the recent update of this country, the missions of Francia seem poor to me.
Having a mission tree to let you decide on a Persian or Indian Empire path would be awesome. Would love to see something like that
