I think the stats for this weapon should by something like this:

+20% More damage
+Bullets have a chance of creating a small, low radius explosion on critical hits
-33% Clip size
-20% Less accurate
-25% Firing speed

-10% damage
+20% clip size
+20% damage spread (more bullets in 1 shot)

Since it looks much like a grenade launcher, I think it should have some type of explosion ability, like the one I suggested. Otherwise your's looks really good!

Wtf, thats REALLY stupid, Not onli is it WAY Complicated, -100% is the entire clip! -100% Doesnt exist! Its stupid it Should be like +20% Dmg -33% Clip size and -15 Health
i agree with the explosive shot idea like a crit would cause the bullets to explode but i think that it should be more damage based so like

+20% damage
+20%accurace
-10%clip
only 5 bullets per a shot yeah know im baseing it on the discription of the gun
bullets penetrate targets
bullets explode on crit

Btw, why have a weapon that cant shoot? this weapon design is plain out bad! Why bother with -reload time if you cant shoot? and how are you gonna get health? Cuz you cant pick up med packs and get heals from meds. And srsly 4 jumps? kinda OP
Pros:

+50% of chance too create a small and low radius explosion when hit a enemy

Cons:

-25% clip size ( description says 5 bolts, 5 shots on clip )
-no explosion with crits

Ok then. Errm. How about:
+20% damage
+10% bullets per shot
+15% accuracy

Seems OP?
-15 health on wearer
Wearer recieves +20% more damage from explosives
Wearer cannot double jump (Because this gun looks pretty big and would weigh the Scout down)
Oh and also, you only have 5 shots.
I think you're all morons for even posting stats here. You should all know valve doesn't pay attention to all this since all the stats you posted are either +damage - clip or +clip -Damage or +accuracy -speed

They have the discussion page for a reason. And also how are we morons? We know Valve probably aren't gonna see this, we're just doing it for the discussion's case, dumbass.

Wow, and you thought Peter Griffin was stupid, look at this guy!
+70% damage
no double jumps

It sound resonable becuase the gun looks like it does quite some damage, but it also look really heavy. Think about when you use the baby faces blaster, you rarly double jump, so this gun is kinda like that.
How About:
Does not require ammo
Projectile penetrates enemy targets
Projectile cannot be deflected
+20 weapon switch speed
-30% firing speed
-20% damage toward bulidings (lets face it if it's a sentry your most likely dead anyway)
+20% explosive damage vulnerability. (your fast, avoid grenades and rockets)

Not too overpowered(if not underpowered XD) and its looks like a weapon like the manmelter, righteous bison, cow-mangler 5000 ect.

-100% exists, it is just half of the default clip size

stats is already by me. but will not repeated showing:

+100% bullet per shot
+55% max primary ammo on wearer
-50% damage penalty
-33% clip size penalty
-15% slower firing speed
