Scout is made for mobility. There's no reason why he should carry around a heavy pellet-loaded thing that (besides how unrealistic it is) would be way too overpowered for Scout. It would get nerfed or removed in mere days of it being added due to community complaints.
So all in all this would be awesome to have as a grenade launcher yet have some defect on it, maybe it would be like a loch-and-load like having to hit an enemy to do ANY damage but yet, have a big mag and yet its projectile speed is high.
Its not even about overpowered or not, explosions are for SOLDIER AND DEMO ONLY! Would you give the medic a scattergun, or the pyro a disguise kit? No? Then stop suggesting things like this and go back to your trade servers
