i was playing airstrip one, for whatever reason you can not promote more than 2 officers, once you do that and try to promote another to general, it just spends 10 command power and nothing happens

it bricked my game. i tried moving 3 people from alaska, it froze, i task ended it, and now i can't even play unmodded Germany. i disabled Steam Cloud, it didn't work.
edit: and yes, i verified the integrity of the files through Steam and it said all 185 or smth passed.
