Okay, I'll try to download content from CS source somewhere.
Just in case, I have TF2, HL2 and Portal installed

have you packed the textures yet or is that still inprogress™

you might have to, uninstall this addon
search and delete the gm_palace_of_peace.bsp from your garrysmod folder
and reinstall the addon, if it still doesnt work.
I playtested the map on vanilla, and it works fine.
