Explosive Shells
I have no clue where else to find Artillery shells and Mortar shells other than the Dead Zone, and even then they have a like 0.54 Percent chance to spawn. 5 Artillery shells are needed for the quest "Gunning up" Along with 3 mortar shells. Is there another are to find them? Or at least a way in the future to have a merchant sell them or even just increasing the spawn rate of them?

I'm not aware of any other spawns.

But one tip: Look out for field kits (the big military "medikits")
Field kits have only one spawn pool (besides airdrops) and that pool also includes Mortar shells, Artillery shells and landmines.
