Where am I supposed to find the Night Atlas, what am I looking for exactly and where is it?

In the city Rio de Janeiro there is a large metal tower that's near the top of the city and next to it is a tan building. The tan building has the Night Atlas in it, its on the second floor in a room in the back. It is on the wall of that room.

You need to find a kind of "Dark Blue Star Map" on Rio's library.
