Cult Preachers of Chaos can move even after settling down in a settlement.

Fix made, will be released shortly. Also added some cultists to the starting roster, as their initial turns seemed much more troublesome than for the other classes I've made.

Tzeench Daemon Princes and Lords of Change have a Ritual called 'Rites of Change' with no description. I assume it's just a regular 'Pay X to unlock an Ritual' type of Ritual similarly to their Rites of the Herald which is positioned right above it... problem is, for some reason I can't use it, even when I have more than 60 Sacrifices. Even though it says it can be cast anywhere.

Btw, also double-check if (assuming they have it) the other god's variations of the 'Rites of Change' are also broken, because so far I've only just gotten to Tzeench Daemon Prince and Lord of Change, juust due to the fact it was first Daemon Prince and I used him to summon my first Greater Daemon.

I believe that’s just because each god’s ritual school only has one tier two ritual (the army summon ritual), with I-believe the exception of Nurgle and maybe Khorne? The rite is greyed out because the caster already knows every ritual that it could give them.

Most all of my ritual schools have the mastery rituals and such in them, even if there isn’t anything for the caster to learn. Just makes things easier for future updates, as the data is already there for a given ritual to be accessible when it gets added.

Ahhhh! Ok yeah that makes sense, thanks!
The 10 set of renegade guardsmen doesn't require cultists, but the 20 set does.

Not sure which, but I'm guessing one of those is wrong.

Neither of them are wrong. You can either recruit guardsmen directly, or promote cultists.
