Once you do both the scripted Soviet peace deal thats apart of RK+, and the Treaty of Cologne, youll get an event about the dissolution of the Axis. After the Axis dissolves you'll be able to take a decision to form the Volkspakt

I capped the british 3 years ago, capped the soviets 4-5 months ago, i've gotten both the treaty of cologne and the soviet peace deal, and the event for invading switzerland about 2 weeks ago. I still haven't seen any event about the volkspakt. Does that come after?
